The pressure relief valve has gone bad..it's a valve that is designed to pop off and release hhot water if the pressure in the hot water heater got to hot ...I have never seen a 1/4 inch line on one though..but when it starts leaking..it has gone bad time to replace..they cost about 12.00

Been doing this for 35 years, never heard of, or seen such a setup. This has to have been done by a previous owner for a feed line for some other fixture, like an ice maker. When you say it's on the inlet side, just below the valve, we're all assuming it's the cold side, which is where it would have to be if it's for a feed for some other fixture. It pretty much has to have it's own valve or water would have been coming out all along. Possilbly the valve controlling the flow broke, allowing water to move thru. Whatever it's for I'd remove it before it costs you a fair size chunk of money, either in gallons of water used, if your'e on a city's service, or just electricity to run your home's pump. Doesn't make sense to just run water down the drain for no reason. And speaking of affordability, you're going to pay one way or another, either in higher water or electric bills or a service call for some plumber to come fix this mess.

Now when you say right below the inlet valve, is it attached to anything?, like the valve body, or just hovering, There has to be an attachment point, which would be a clue as to it's function, like an abandoned ice maker feed, or an air bleed, or something, but whatever it's for it should have it's own valve, they don't just stick a 1/4 tube into a valve I'm assuming this inlet valve is at least a 3/4 (standard w/h inlet size) I don't know, try turning off the inlet valve and see if it stops.
And good luck finding a valve with a 1/4 tap.

There shouldn't be a 1/4 tube there, unless someone tapped in there to run water to someplace else. They will run 3/4 pipe from the pressure valve to the drain, and if that is what is leaking it will stop after the pressure goes back down to normal. But the one that is leaking now you need to cap or replace before you run up a water bill.

I have never seen this?
Is there a small valve on the tubing? If so- it may be leaking through. maybe you can replace it? Can you tighten it up?

Dumb question??but??- Is the water thats coming out hot or cold??

If its hot??? are you sure its on the inlet and is not the relief valve??

Not really sure but it sounds like a valve that drains when it is shut off and somehow the drain portion of it has worn out so that you have flow from your incoming water supply through the valve and into the tank plus out the drain valve. You might check and see if all you have to do is replace the valve. it may also be a constant pressure valve just keeping the pressure to the tank normal instead of too high.

Its obviously a drain, and doing its thing.

I doubt you need to worry about it. All I can imagine if it is from the inlet valve, is that your water pressure is too high tryign to force excess water into the heater. This allows it to drain, relieving the pressure. You may need to lower the house water preesure a little, and it may then stop.
